European Union Greece


The Greek Chess Federation, in cooperation with the European Union, the Perfecture of Athens, the Athens Municipality, the FIDE, the Association of Top Greek Chessplayers and the European Union Chess Federations, announce the European Chess Forum and the 1st Individual Chess Championship of men and women of member states of the European Union, for 1997, which will be held in Athens, November 21 to 23 1997.

Each chess federation which is from a member state of the European Union, can participate with three members, which are the
President (or his substitute), a male and a female chess player, which is strongly advised to be among the best of the member state. The Greek Chess Federation will cover all the expences, which are air ticket, board and lodging. Each federation must conduct the GCF, for air tickets details.

The tournaments will be held with round robin system and time control for each player 30'for the end of the game. FIDE quick play regulations will be used. The players are obliged to record their games, until 5' before the flag fall.

All participants will receive board and lodging at the hotel "PRESIDENT" which will be as well he playing and the meetings area. The Presidents will stay in single rooms and the players in double rooms.

According to the FIDE rules and to the GCF rules,nobody can withdraw from the tournament, without a serious reason. The special situations of a postponement or a withdraw must be decided by the tournament director which his decision is final. Medical care will be given by the GCF doctor which is dr. Strofalis Nikolaos (Tel. 8814679).

In case of a tie, the following criteria will be valid:
a. The berger system
b. The number of wins
c. The percentage with black

Any appeals against the arbiters decisions must be submited until 10' minutes before the start of the next round and will be judged immediately before the start of the next round. For the last round of each day, appeals must be submited until 30' minutes after the end of the round and will be judged immediately. All appeals will be judged by the tournament director. The appeal deposit fee is 20.000 drh. and must be given to the tournaments director. In case that the appeal is accepted, then the deposit fee will be returned.

The three first in each championship will receive trophies and medals. All Presidents and participants will receive commemorative diplomas.

For any matter that is not taking care in the present announcement or by the rules of FIDE and the rules of the Greek Chess Federation, responsible is the tournaments director.
